Buying an electric scooter in 2026 is more affordable than ever, but it is also easier to make a mistake. The market is full of vehicles all called “electric scooters” even though they belong to different categories, require different licences, and in some cases cannot even be ridden where you expect.

This guide is designed to help you make your purchase with three things clear: which category you really need, how claimed range differs from real-world range, and how the 45 km/h-approved models currently available compare. What changes in 2026

Three things make 2026 a particularly important year for buyers.

Incentives are at an all-time high, and they will not be again. The Ecobonus covers 30% of the price without scrapping and 40% when scrapping a combustion vehicle up to Euro 3. From 2027, the percentages will fall to 20% and 30%, respectively, and half of the annual budget will be reserved for quadricycles. For a vehicle costing €4,599.40, the difference between buying now and buying next year is about €460. Removable lithium batteries have also become standard in the mid-range segment. Until a few years ago, under €5,000 you found almost exclusively lead-gel batteries: heavy, with fewer life cycles, and requiring charging on board the vehicle. Today, 13–14 kg lithium battery packs can be removed and carried indoors, eliminating the biggest problem with electric vehicles in the city. Low-emission zones have become stricter. More and more provincial capitals have expanded their restricted-traffic zones and operating hours, and Euro 2 and Euro 3 petrol mopeds are the first to be excluded. An electric vehicle can go anywhere, and in several municipalities it can park for free in blue-marked spaces. It is an advantage that does not appear in the price but is felt every day.

The three questions to ask yourself before buying

Before looking at models, answer these three questions. 90% of bad purchases result from skipping one of them.

1. How many kilometers do you really travel each day?

Not how many you think you’ll do, but how many you actually do. Open your phone’s location history and look at a typical week. Most urban commutes are under 15 km each way, or 30 km per day: any vehicle in this range can cover them with room to spare, even in winter.

The calculation changes if you need to get home without being able to recharge, often travel with two people, or your route includes long uphill stretches. In those cases, real-world range matters, not the claimed range, and the difference is greater than the marketing suggests.

2. Where will you charge it?

It is the question people ask themselves last, even though they should ask it first. If you have a garage with an outlet, any solution will work. If you park on the street or in a condominium courtyard without electricity, you have only one practical option: removable battery.

A 13–14 kg lithium battery can be removed in a few seconds, carried upstairs, and plugged into a regular household outlet. No wallbox, dedicated electrical system, or request to the building manager is needed. That is why a vehicle with a removable battery and a claimed range of 70 km is, in practice, much more usable than one with a 100 km range and a fixed battery.

3. Who will ride it, and with which license?

If other family members will also use it, choose the category based on the lowest license available. Anyone aged at least 14 with an AM license can ride an L1e at 45 km/h, as can anyone with a B license. An L3e requires an A1 license and a minimum age of 16. L1e or L3e: the choice that determines everything else

In Italy, “electric scooter” covers two very different type-approval categories. Choosing one means accepting a complete package of consequences regarding the required license, speed, roads you can use, and costs.

The practical rule: if your usual route does not include expressway sections, L1e is the rational choice. It costs almost half as much, is cheaper to insure, the incentive covers a higher percentage of the price, and the top speed is not a real limitation in an urban setting, where the actual average rarely exceeds 25–30 km/h. People who move up to L3e do so for a specific reason—such as a regular ring-road section—not to have “more margin.”

Claimed range and real-world range

Manufacturers’ range figures are measured under favorable conditions: a single rider of average weight, flat terrain, a steady moderate speed, mild temperatures, and a new battery. None of these conditions corresponds to everyday use.

Based on the known factors that affect lithium batteries, these are the variations to expect:

  • Two people on board: 20% to 30% less range.
  • Temperatures below 5 °C: 15% to 25% less, almost fully recovered when the weather warms up.
  • Hilly routes: up to 30% less than on flat terrain.
  • Aging: a well-maintained lithium battery retains about 80% of its capacity after 600–800 full cycles, which for typical urban use means several years.

A practical rule to avoid mistakes: take the claimed range, subtract one third, and check that the remaining figure covers your longest daily trip with at least 10 km to spare. If it does not, it is not the right vehicle for you—or you need a second battery.

Which model for which profile

Limited budget, first vehicle

The E-Joy 45 Lithium is the entry-level model in the lineup at €2,103.40, and scrappage reduces the price to around €1,262. It is the choice for anyone who wants to try electric mobility without committing a significant amount of money, or for a second vehicle in the family. The manufacturer does not provide a verifiable range figure: if your journey is long, ask us to confirm before ordering.

Short trips, aesthetics first

The E-City 45 Retro has the lightest battery in the lineup, a practical advantage if you carry it upstairs every evening, along with a classic Vespa-style design. On urban routes under 15 km each way, range is never an issue.

For those who do not want to think about charging

The E-Chopper 45 is the only model configurable with a dual-battery setup, which increases the claimed range to 110 km. It is the solution for those with variable routes or no fixed charging routine: you charge one battery pack while the other is on the vehicle. The dual-battery configuration brings the price to €4,807.40.

For those seeking acceleration and comfort

The Maximus E-Cruiser MX45-2 is the most powerful in the lineup, with 3000 W total. You notice it when pulling away at traffic lights and on hills with two people, where less powerful vehicles lose speed. Its claimed range is more limited: it is designed for the city, not long distances.

Long distances or frequent two-person use

The Maximus MX2-45 has the highest claimed range in the lineup, around 85 km, and is also the most expensive at €5,119.40. It makes sense if your journey exceeds 20 km each way or if you often carry a passenger: in that case, the 28 extra claimed kilometres compared with the E-Cruiser make the difference between charging every day and charging every other day.

The most common mistakes

  • Buying based solely on range. It is the most heavily advertised figure and the least reliable. A removable battery, power, and service availability matter more in everyday use.
  • Confusing the categories. Scooters, e-bikes, and mobility scooters for seniors are often sold under the same “electric scooter” label, but they are not mopeds: they have no license plate, are not type-approved as L1e vehicles, and do not qualify for the Ecobonus.
  • Failing to verify European approval. Without an EC certificate of conformity, the vehicle cannot be registered in Italy or receive a license plate.   • Underestimating the battery's weight. Thirteen kilos may not seem like much until you carry them up to the third floor without an elevator every evening. If you live upstairs, check this beforehand.
  • Putting it off while waiting for better conditions. When it comes to incentives, 2026 is the high point: from 2027, the contribution decreases and the budget for two-wheelers is halved.
  • Don't forget to ask about spare parts. An electric vehicle requires little maintenance, but when a specific component is needed, spare-parts availability in Italy can mean the difference between two days and two months off the road.

How much it costs to maintain it

Charging cost is the item that surprises people most when switching from petrol. A full charge costs between €0.41 and €0.49 depending on the model, and the cost per 100 km is around €0.67–€0.69. Over the same 100 km, a petrol moped uses around €4–€5 worth of fuel.

Added to this are reduced maintenance costs — no oil, filters, spark plugs, or clutch — as well as tax and local benefits: exemption from vehicle tax for the first five years after initial registration, access to ZTL restricted traffic zones, and discounted parking in blue spaces in several municipalities.
