This guide performs that calculation in full, without skipping inconvenient items. It includes battery replacement, which almost no comparisons consider, and also states in which cases electric vehicles are not worthwhile. All numbers have declared assumptions, so you can recalculate with your own.

An L1e electric moped uses a battery pack of approximately 1.5 kWh. At a domestic electricity rate of €0.30 per kWh, a full charge costs between €0.41 and €0.49 depending on the model, and allows for 55 to 85 km of declared range. The cost per 100 km is around €0.68.
A 50cc petrol scooter consumes an average of 2.5 liters per 100 km in urban use. The cost therefore depends entirely on the pump price, which has fluctuated significantly in the last year:

Maintenance: what disappears
The fuel saving is immediately apparent, but over time, maintenance also weighs heavily, because an electric motor physically lacks the components that wear out.
Items that completely disappear
- Engine oil and filter change, twice a year on a daily-use 50cc.
- Spark plug, air filter, muffler.
- Drive belt and variator rollers, the most expensive item in a 50cc service, which need to be replaced every 10,000-15,000 km.
- Centrifugal clutch.
Items that remain the same
- Tires, which wear out in the same way.
- Brake pads and discs, although on vehicles with regenerative braking they last longer.
- Periodic inspection and safety checks.
In practice, the annual service of an electric moped is reduced to a check of brakes, tires, electrical system, and fastenings. The average cost of ordinary maintenance decreases from about €150 per year to about €50.
Road tax, insurance, and local benefits
Road tax. Electric vehicles are exempt from ownership tax for the first five years from initial registration nationwide. After that period, a reduced rate applies, which varies from region to region, with some regions maintaining permanent exemption. These amounts are still low for a moped: it is worth checking your region's regulations, but it is not the item that shifts the comparison.
Insurance. Compulsory third-party liability insurance is paid in both cases, and the premium depends primarily on the merit class, province of residence, and driver's age. However, many companies offer discounted rates for electric vehicles, which are statistically considered less prone to serious accidents. It's advisable to request a specific quote before assuming the cost is identical.
Local benefits. These are the items that don't appear in any table but are most felt in daily use: free access to restricted traffic zones (ZTLs) in most major cities, free or discounted parking in blue zones in various municipalities, no restrictions on traffic-blocking days due to pollution. For those who work in the city center, the value of this item alone can exceed the fuel saved.
The question nobody asks: what about the battery?
This is the most frequent objection and the item that optimistic comparisons tend to omit. It's worth addressing with numbers.
A lithium battery of this category is declared for 600-800 full charge cycles before dropping to about 80% of its original capacity. This is not a malfunction; it's gradual degradation, and at 80%, the vehicle continues to function, simply with less range.
Translated into kilometers: with a real range of 40-55 km per cycle, 600 cycles amount to between 24,000 and 33,000 km. With a typical urban mileage of 5,000 km per year, this means between five and seven years before approaching the threshold, and several more years of useful life after exceeding it.
In the five-year calculation below, battery replacement is not included, because statistically it is not needed. However, if you anticipate much higher than average mileage — over 10,000 km per year — then it should be accounted for, and the economic breakeven point moves further away. Always ask the seller for the price of the replacement pack before purchasing: it is information that a serious dealer will provide without hesitation.
How to extend the life of the pack—avoiding leaving it discharged for long periods, not charging below freezing, preferring frequent partial charges over complete cycles—is a separate discussion, as charging habits have more impact than cell quality.

And the purchase price?
Here's the part that completely changes depending on whether or not you take the incentive.
Without incentive, an L1e electric moped costs between €4,000 and €5,000, compared to €2,200-€2,800 for a new 50cc. The higher initial cost is approximately €1,500-€2,000, which lower operating costs recover in just over five years. It's a real but long breakeven, and only makes sense if you plan to keep the vehicle for a long time.
With the Ecobonus and scrapping, the same vehicle drops to €2,400-€2,972, virtually aligning with the price of a new 50cc. At that point, there's no initial investment to recover: the operating savings are net from day one. One item that the calculation doesn't capture should be added: residual value. A ten-year-old petrol 50cc is worth little today and is already excluded from ZTLs in many cities. When electric is not worth it
There are situations where the numbers don't add up, and it's worth stating them.
- You have nowhere to charge. If you park on the street and cannot bring the battery inside—because the model has a fixed battery or because you live on the fifth floor without an elevator—the vehicle becomes impractical regardless of the numbers.
- You travel less than 2,000 km per year. Below this threshold, the operating savings diminish, and the higher purchase price, if you don't take the incentive, will never be recovered.
- Your route includes fast extra-urban sections. An L1e is limited to 45 km/h and cannot travel on expressways. The problem is not economic but related to the vehicle category.
- You change vehicles every two years. The advantages of electric vehicles accumulate over time. Over short horizons, the comparison is almost solely based on the purchase price.
